The weight of the bins were determined by averaging the minimum Q and
U errors listed below, from the initial five bins of 11 files each. To
make four bins of similar weight, bin 1 and 2 were combined and the
rest left the same.  To make two bins of similar weight, bin 1, 2 and
3 were combined for the first bin and 4 and 5 combined for the second bin.
