My initial cut, after removing planets, ceres, and files with high winds, high tau, or too low, or possible sky noise, I am left with 24 files. It seems rows 9,10 are bad in the left half of the array for the entire run. I'm flagging out those rows in the rgm, and re-running the first pass. I threw away 51077 and 51078. They both had rms values around 2, while the mean in other files is 1-1.5. Rows 2 and 5 seem like they could be noisey at times. You should watch the data. Relaxed means that only 75% of the input pixels at each position have to be good for the output pixel to be considered good. The default (strict) is for 100%.
